Fish Health Inspectorate: Code Of Practice And Customer Charter

The Fish Health Inspectorate (FHI) of the Centre for Environment, Fisheries and Aquaculture Science (CEFAS) has published a Code of Practice and Customer Charter for their fish health control activities which encompasses the Government's Enforcement Concordat.

These activities are undertaken on behalf of the Department for Food, Environment and Rural Affairs (Defra), the Welsh Assembly Government (WAG) and the Veterinary Medicines Directorate (VMD). The revised Code of Practice and Customer Charter has been agreed following consultation with Defra, WAG, VMD and the Aquaculture and Fisheries industry.

The FHI aims to work in a fair and open manner applying practical and consistent enforcement policies in accordance with the agreed performance standards laid down in the Charter and as summarised below:

  • Correspondence: response time for all letters and complaints within 10 working days.
  • Import licences: response time for issue of import licences where appropriate within 10 working days.
  • Shellfish deposit licences: response time for issue of deposit licences where appropriate within 10 working days.
  • Movement documents: respond to all requests for export movement documents provided 5 working days notice given.
  • Fish and shellfish farm registration: response time for inspections of farms requesting registration within 20 working days with completion of administration action within a further 10 days.
  • Reports following visits and testing: response time for follow up report on visits 10 working days and report of test results within 5 days of full results becoming available. Results will be reported the same day where the most serious notifiable diseases are confirmed.

The FHI will monitor the effectiveness of our performance against the standards in this Charter and our complaints procedure. The results will be reported to Defra and WAG every 3 months and published in Shellfish News and Trout News annually.
